Following an argument with Barret, Tifa convinced Cloud to join the cell for another mission by reminding him of a promise he had made to her.
In December of 0007, Barret's Avalanche cell, along with the hired mercenary Cloud, retreated to their hideout in the slums after bombing Mako Reactor 1 during " At the Hideout in the Slums". Tifa noted that Cloud's memories were confused, and convinced Cloud to stay with Avalanche and join them for a mission. In October, Tifa found Cloud Strife, her childhood friend from Nibelheim, in the Sector 7 Undercity Station. Tifa became the owner and proprietor of Seventh Heaven. In October of 0007, the Avalanche cell led by Barret, comprising Biggs, Wedge, Jessie, and Tifa, established themselves in the Sector 7 undercity, and Barret's daughter Marlene lived with them. When she finally landed a role, she had to withdraw after her father was sent into a coma as a result of a mako accident. Jessie aspired to be an actress on stage, and wished to perform at the Gold Saucer. Jessie, her mother, and her father Rowan Rasberry, lived on Sector 7's upper plate. Elmyra Gainsborough, who had arrived at the station while waiting for her husband to return from the Wutai War, took Aerith in to her home in the Sector 5 slums. In 1992, Ifalna arrived in the Sector 7 Undercity Station with her daughter Aerith. At some point, Shinra constructed the Shinra Underground Test Site beneath Sector 7.
The town once had a name, but as with the rest of Midgar's sectors, none of its residents remember it. Sector 7 existed as a town in Midgar, and the plate above the town began construction by Shinra in 1976.
